CFISD Asbestos Management Plan Annual Notification



In compliance with the U.S. Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA), enacted in 1986, all schools, public or private, are required to have an inspection of all buildings, for asbestos-containing building materials (ACBM), by accredited asbestos-trained personnel.  CFISD facilities have been inspected in 2013, 2014 and 2015 by an environmental consulting firm located in Houston, Texas, which is licensed by the Texas Department of State Health Services (TDSHS) to perform asbestos condition assessments of all suspect and identified ACBM.  Building materials at each campus/facility were observed to be in undamaged condition and/or present minimal hazards, if any, to building occupants.  Periodic surveillance is also conducted semi-annually by CFISD personnel. 

AHERA requires that this annual notification be posted and distributed to parents, staff, faculty, PTA, etc. indicating the AHERA Asbestos Management Plan will be available for review upon request.  The AHERA Re-inspection report and the AHERA Asbestos Management Plan are on file in the administrative offices.  Under federal law, the documents are considered “permanent archives” and may not be removed from the premises under any circumstances.  However, these records are available for review, upon request, at any time during normal school hours.

CFISD Police Department


CFISD employs 71 officers, including seven security officers, led by Chief of Police Alan Bragg as part of its independent police department. Here are a few things Chief Bragg wants you to remember:
  • Watch Your Speed Limit: CFPD officers are authorized to issue traffic citations. CFPD has traffic units that monitor speed in school zones using radar, on or off school property.
  • No Cell Phones In School Zones: As the school year begins, employees should remember that they cannot use cell phones in school zones—specifically during the times the reduced speed limit applies. A person who violates this law is subject to a $200 fine.
  • Watch for Student Walkers
  • Leave Early to Avoid Traffic Delays

ACBM Removal and Compliance

In accordance with Environmental Protection Agency 40 CFR 765 regulations, all parents and district employees are hereby informed that inspection of asbestos containing building material (ACBM) in Cypress-Fairbanks Independent School District facilities was recently performed.

This inspection confirmed that the district's buildings are in compliance, and that the district continues to provide a safe environment for its staff and students. The individual building re-inspection reports are on file in the Management Plan books located in facility administration areas.
